On June 26–27, 2025, Nam Theun 1 Power Company Limited (NT1PC), represented by Mr. Bounnhang Phengsouvanh, Government Relations Advisor, participated in the verification of the solar-powered streetlight installation alongside the Community Development Fund (CDF) Committee Secretary in Viengthong District, Bolikhamxay Province.

The verification process was conducted in two sessions. On the evening of June 26 at 7:00 PM, the team inspected the lighting functionality of each installed pole. On the morning of June 27, a meeting was held to review the project’s completion report, followed by a random field inspection of the installed poles.

The Solar Cell Light Pole Installation Project along Route 1D, covering the district center and Sobna Village, is funded by the NT1PC’s Community Development Fund. With a total investment of 4,069,020,605 LAK, the project was constructed by Phetchaluensub Company Limited. Although the planned construction period was 18 months starting in December 2024, the project was completed in just 7 months—by June 2025.

During the project implementation, several challenges were encountered. The supplier was unable to meet the original technical specifications of the solar cell units as designed by the project owner, requiring adjustments to the specifications. Additionally, it was found that the standard 30-meter spacing between poles did not provide adequate lighting coverage. As a result, the poles were repositioned at 25-meter intervals. This change led to a shortage of poles compared to the initial plan. After consultation, the CDF Committee Secretary approved the use of existing district light poles, with the construction company agreeing to provide installation services and solar cell units free of charge.

Although the installation is now physically complete, several tasks remain to finalize the project. The construction company is required to label each pole, prepare technical documentation and supplier contracts for inclusion in the final project report, and consider extending the warranty period from one year to at least three years—aligning with the supplier’s five-year product guarantee. Meanwhile, design and oversight teams at the provincial and district levels are tasked with updating the final design drawings. Any technical changes should be formally communicated to the committee for acknowledgment and approval.
